TIME OF TRANSFER
INSPECTIONS
1.
Contact Sanitation Department at 319-352-0332 to
request an inspection. As we do a property record search,
please have the address available. If the inspection report
and billing are to be sent to a different address, please
let us know
2.
If the system is not supplied with large diameter
inspection ports (minimum 18” diameter) these will need to
be installed by a licensed septic contractor. At a minimum,
you will need one of these in the center of the tank.
Depending on the tank construction, one will need to be
installed over the inlet and outlet ports. This requirement
most often must be field verified by the inspector.
3.
You will need to schedule a time when your septic
pumper, septic contractor and the inspector can be at the
site. This is beneficial so that any corrections or repairs
can be discussed and corrected during the inspection.

As every system is different, it is not known until
the inspection exactly what work will be required.
Typically, you will only need to install the risers as
explained in #2 if they were not installed during the
initial construction.
5.
If the Sanitation Department does not have a record
of the system, it is beneficial to have someone present to
assist with locating the septic tank and leach bed.
6.
If no signs of surface discharge are present and the
system has no visible deficiencies, it should pass the
inspection. Your contractor will be allowed time to make
minor repairs, if needed, before the inspection is
finalized.
7.
If it is known that the system is not supplied with
an approved secondary treatment system, it will NOT
pass the inspection and in this case it is best to
install a new system.
8.
The seller is required to have the inspection
performed. If he does not, the buyer is responsible for it
and any associated repairs.
9.
The time of transfer inspection program became
effective on April 15, 2001. The only exception is a system
that was installed or inspected 5 years prior to the
transfer.
